Accessibility assessment

Object description

The library is partially accessible. The building is located in the pedestrian zone in the Celje city centre. There are no accessible parking spots or public transport stops nearby. The entrance to the library is not easily recognizable and is inadequately marked. Access is impeded due to the current passage through two vestibules (double door). Part of the ground floor is in a mezzanine, so parts of the library on the ground floor, the basement, and the upper floors are accessible by one of two lifts. The children’s section in the basement is accessible to wheelchair users with a ramp, but it is too steep and does not have side handrails. There is sufficient room to manoeuvre between bookshelves. The stairs do not have contrasting visual markings and handrails. The library features two halls (Levstik Hall in the basement and a projection room/reading room on the third floor) accessible to people with mobility impairments with a small lift that does not meet the size standard. Levstik Hall is equipped with an induction loop and moveable seating. There is an accessible toilet room on the first floor.

Adaptations

  4. There is sufficient room to manoeuvre indoors,
  5. There is a suitably sized lift in the building,
  6. The building has accessible sanitary facilities on the first floor,
  7. The layout of the bookshelves enables wheelchair access.
  8. People with visual impairments:
  9. The library counter is located in the immediate vicinity of the entrance,
  10. The library has adapted material (audiobooks).
  11. People with hearing impairments:
  12. The library counter is adequately lit and enables lip-reading and interpreting facial expressions,
  13. Levstik Hall is equipped with and induction loop,
  14. The spaces have adequate sound insulation.

Deficiencies

  1. People with mobility impairments:
  2. Movement through the building is impeded due to the mezzanine,
  3. The long ramp to the children’s section does not have a suitable slope and is not adequately equipped,
  4. The width of the main entrance is not suitable (double door through a double vestibule),
  5. One of the lifts to access the halls is not spacious enough.
  6. People with visual impairments:
  7. The entrance to the building is not easily recognizable,
  8. There is no signboard near the main entrance,
  9. There are abrupt transitions from light to dark spaces in the building,
  10. The lift buttons do not have raised tactile letters,
  11. The edges of stairs and the ramp do not have contrasting visual markings.
  12. People with hearing impairments:
  13. The library counter is not equipped with an induction loop,
  14. The library counter glazing is reflective and glaring.
